Conflicting justice claims related to the collective memory of war make up a critical element of the moral negotiations over a new regional order. They also carry strong prescriptive implications for the viability of any new social compact between old enemies. The bulk of what follows is devoted to analysing and evaluating transitions in each of these elements of the normative structure of the evolving East Asian regional order. 1, each of the four chapters that follow selects specific sites of contestation and reveals the main competing strands of US and East Asian discourses and practice, and the contestations and interactions between them that give rise to new collective understandings.

Instead, describing and explaining the processes of order negotiation help us to explain what, if not power transition, is taking place, and to assess the changing character of the post-Cold War order. Why Order Transition? The key contention of this book is that post-Cold War East Asia is undergoing an order transition instead of a power transition. However, the notion of order transition is not posed as a stark alternative to power transition theory (PTT), but rather as the logical research avenue for developing qualitative analysis of strategic transitions.
