What was exciting about Black and Wiliam’s research was that it identified characteristics that were to do with innate or learned skills – not with the use of a package or published programme. In their pamphlet Inside the Black Box (Black and Wiliam, 1998), the authors set out the evidence from research that showed the power of using formative assessment as an integral part of classroom delivery. However, they were keen to investigate how this theory might work in practice. In much the same way as we wanted to analyse the detailed features of effective literacy teaching, Black and Wiliam, along with a team of other researchers, set up a two-year project looking at good practice using formative assessment in schools in two LEAs in order that they could provide practical examples for busy teachers.

Notwithstanding this variation in practice – which they cite as a cause for concern – they found several aspects of the new pedagogy for literacy, which were cause for celebration. Children were making progress in reading – although many teachers were not using guided reading to teach this – and, in classes where teachers had made full use of the framework, they found progress in writing. In particular, they note, writing progressed most effectively where children were given specific instruction according to NLS objectives during shared and guided writing sessions.
