The small size of unions is to some extent a reflection of the historic political divisions between unions, with some companies having competing unions of different political persuasions. The relative ease with which small unions may register must also be a factor. In the civil service, it appears that some staff are members of the service-wide Chinese Civil Servants Association and also of a small grade or department-specific union. There must be some concern about the viability of the smaller unions, with many having just a few score members and being too small to employ fulltime staff.

In 16 Fosh, Ng, Snape and Westwood our estimation they have initiated differential trends. On the one hand, the turn to the market has freed up employment and business opportunities and liberalised the labour market. Some women have moved to take advantage of that and there are a growing number of female entrepreneurs.
