Structure This book is organized into four parts. The first part – Terrorist Threats and the European Union’s Responses – consists of two chapters. They are preceded by this introductory chapter that sets the framework of the book and identifies the main arguments and themes. The second chapter provides data on contemporary terrorist incidents in Europe and a discussion of the existing perceptions of the terrorist threats, both of which vary substantially across the EU. The third chapter offers a succinct review of the origins of EU counterterrorism policy and a survey of major developments in this area since 9/11.
