We have evolved rules for a reason: they work, they help limit war. As a species we are rule-bound; rules do not constrain our freedom, they make it possible to be free. Laws make life simpler and can be liberating for that reason. ’ The fact that so many of these laws had been flouted in the course of the Thirty Years War prompted a desire to avoid any such struggle again by turning practical limitations into specific laws. Those laws were to be flouted again in World War I and only just observed in World War II.

Parker’s etiquettes of atrocity rest on a trans-cultural consensus. Because they are useful they have been translated into values from which we derive norms of behaviour such as a duty to look after prisoners of war and to alleviate human suffering wherever possible. Smith considered the greatest achievement of modern philosophy to be the rejection by Berkley, followed by Hume, of any hard and fast distinction between objective reality and human imagination.
