Changes in the social security system and especially in the field of pensions requiring a sufficient consensus among the population, the relationship between the individual and the social security institutions should be improved by ~~mp~6~~~on of the system and its regulations, more ~n6onm~on on rights and duties, Jess complexity and more coondin~on of the different schemes, and a better access to the system, in general. There is a trend to rationalize the debate on social security and especially on pensions by consulting not only trade unions and employers' associations but also review bodies, commissions or groups of experts which are to express some sort of 'objective' and 'neutral' view on the economic situation, the financial situation of the public pension schemes etc.
As regards the comparison of different pension schemes, it must be avoided to equate high levels of expenditure with 'better' and lower levels of expenditure with 'worse' social protection against old age. For expenditure on pensions may increase because of the rising number of aged, because of a more comprehensive coverage of old people by the pension scheme, because of an improvement of the conditions for eligibility, because of an increase in real value of the pension, because of higher administrative costs, etc.
