Instead of being with soldiers, he was stuck in the nation’s capital working in the War Department and with the army chief of staff. He had languished as a major since the early 1920s, and promotions in the small peacetime army, based largely on seniority, came slowly. Eisenhower’s smile and good nature masked a burning desire to excel and to one day join the ranks of senior commanders. His next task for the War Department in Washington was to research and write a mobilization plan outlining for American industry the transformation from a peacetime to a wartime economy.

When he further aggravated it shortly afterward in a riding drill, Eisenhower had to abandon his prime love. He so badly sulked about West Point that others started calling him “Gloomy Face,” and Eisenhower even considered leaving the academy. However, his mood eventually improved and Eisenhower turned to less physical sports. At least, he mused, he would obtain a college education. Shortly before graduation in 1915 Eisenhower learned that, because of his football injury, the army was questioning whether to offer him a commission in the service.
